The Philippine Navy, W.P.D., NBI and the CIG have officially stated that Phillip’s case was a suicide because he left a suicide note. An NBI expert on questioned documents, Mr. Constantino, alleged that the handwriting belonged to Phillip.
Mr. Constantino refrained from declaring Phillip’s signature as genuine because there were significant disparity from Phillip’s genuine signature. Several differences in structural pattern of elements were showed by Col. Elvas (ret.) and major Caimbon to prove that the signature on the suicide note did not belong to Phillip.
